Establish the Governance Foundations of DigiTech and AI

  • Establishes the Ministry of IT & AI and a national strategy for digital and AI transformation.
  • Creates a national authority and enacts key AI, cybersecurity, and data protection laws. Enables cross-government coordination and a regulatory sandbox for AI innovation.
  • Forms a National AI Advisory Council to ensure transparency and engagement.

 

Pillar 2

Build Future Ready Infrastructure

  • Drives nationwide digital transformation and builds the foundations required for AI adoption.

  • Develops a unified government enterprise architecture to ensure interoperability and efficiency.

  • Establishes a National Data Management Strategy covering data pools, standards, governance, and ethical use.

  • Builds next-generation infrastructure, including national AI data centers and government cloud platforms.

  • Launches smart-city pilot projects to enable technology-enabled urban innovation.

  • Develops a unified Lebanon Super App to streamline government services, payments, and citizen engagement.

  • Enables scalable, secure, and future-ready digital and AI capabilities across the public sector.

 Empower Lebanon’s Talent Ecosystem

  • Reverses brain drain by cultivating local expertise and attracting global and diaspora talent.

  • Strengthens the startup and innovation ecosystem through expanded hubs, mentorship, and funding for AI startups and scale-ups.

  • Enhances academia–industry collaboration to accelerate research, innovation, and commercialization.

  • Modernizes nationwide STEM and tech education, including AI and data-science curricula, industry-aligned training, and vocational tech pathways.

  • Activates Lebanon’s global talent network through targeted diaspora programs, homecoming initiatives, and remote collaboration platforms.

  • Builds a dynamic, future-ready workforce capable of driving Lebanon’s digital and tech-led economic growth.

Pillar 4

 Catalyze growth and investments

  • Positions Lebanon as a regional hub for AI and digital technology through targeted investment and strategic partnerships.

  • Launches the Lebanese Tech & AI Fund to attract venture capital and institutional investment into high-growth startups.

  • Introduces investment-friendly regulations and public-private incentives to help AI firms scale and thrive.

  • Expands Lebanon’s global footprint through trade and investment agreements and partnerships with leading international tech companies.

  • Pursues large-scale funding collaborations targeting up to $500 million in tech and AI investment by 2027.

  • Establishes the Lebanon Tech & AI Brand to promote the country internationally and attract investment, talent, and long-term strategic alliances.
